Prior to being named City Administrator, Marc served as the city’s Finance Commissioner, charting a course out of the city’s poor fiscal condition toward long-term stability. Prior to joining the Rolison administration, Marc served as Hartford’s municipal tax collector for eight years where, working through three different mayoral administrations, he was responsible for the collection and enforcement of real estate, personal property and motor vehicle taxes for Connecticut’s capital city. Under Marc’s leadership, Hartford reduced its reliance on the sale of real estate liens from more than $12 Million to $3 Million annually, while placing hundreds of property owners on achievable payment and preserving homeownership. Marc served as Secretary of Hartford’s Abatement Committee (analogous to the Poughkeepsie Industrial Development Agency); President of the city’s union of management employees; and was an elected Commissioner of the Municipal Employee’s Retirement Fund, a defined contribution plan with over $1 billion in assets under management.


Private Sector

Marc also has significant private sector experience, with stints as a vice president at Bear Stearns, then the fifth largest investment bank in the country, and as a director at XSPAND, Inc., a niche real estate tax lien servicing firm founded by former Governor Jim Florio, (D-N.J.).


Education & Work History

Growing up in London, England, Marc returned to the U.S. to attend college, receiving his bachelor’s degree in economics and political science from SUNY-Albany. He holds a Master’s in Public Administration from Marist College. Marc is the Chairman of Poughkeepsie’s Joint Water Board, a joint project of the City and Town of Poughkeepsie, providing potable drinking water to more than 80,000 customers in the area. In 2020 Marc was appointed to the County Board of Health by the Dutchess County Legislature.
